Alliance Protests at Boundary Changes
When it comes to fighting your corner against the might of a county-wide council,a tiny village doesn't stand much of a chance. Five parishes in the Salisbury area are forming an alliance to make sure their voices are heard once the district council is replaced by the new unitary authority next Alliance protests at boundary changes The Bourne Valley Alliance had its first meeting at Old Sarum on Friday, and the hot topic was boundary changes.
There are currently more than 200 electoral wards in the various districts that make up the county, and these will be reduced to 98 divisions. The villages of Newton Tony, Allington, Porton and Idmiston, the Winterbournes and Cholderton feel they have so much in common that they want to be within one division. But the current favourite proposal at county level is to split them between divisions based on Bulford and the Woodford Valley. The Alliance has already written to County Hall to protest. Other issues of mutual concern include traffic problems associated with the A338, flooding, and rural housing. The Alliance was suggested by Stan Stubbs, chairman of Newton Tony parish council, who said: "Our villages have a combined population of 3,569. With the unitary authority coming up, we are concerned that local democracy might fly out of the window. I think there will be more parishes doing the same sort of thing to give themselves a bigger voice."Meetings will take place every two or three months, and be chaired by each parish in turn. District councillor Mike Hewitt is a keen supporter of the project, and will attend meetings while he remains in office. He said: "Even if we lose the boundary argument, as I suspect we will, it's got to be better for the Alliance to speak with one voice on anything that affects the whole valley." The Alliance has strong support from MP Robert Key, who said: "This is the way forward for local communities, because although the new Wiltshire Council will be obliged to consult them, all the big decisions will be made by councillors in Trowbridge. It's a question of divide and rule. If villages don't get together and come to a common view about really important issues like education, health and transport, then the new Wiltshire Council will impose decisions without proper attention to local people."
